Formerly Pengpu Machinery Factory, now on the basis of protecting the original factory building, new industries are implanted to activate the whole area, the whole area will become the capital of big data and cloud computing in China. The total designed construction area is 597,000 square meters. The main design content is located in three plots: Plot 17-02 has a total construction area of 168,000 square meters, with a building height of 80 meters and a partial 100 meters, consisting of three high-rise research and development buildings (the first and the second floors of which are partial service support), a multi-story community public service facilities building, and two-story basement. 21-02 has a total construction area of 291,000 square meters, with a building height of 130 meters, including office, hotel, commercial and other comprehensive businesses, while retaining 25,000 square meters of factory buildings. The total construction area of Lot 22-02 is 138,000 square meters, including office, commercial, international residential community, reserved buildings, and two-story garage.
The scale of the project is huge and the government’s upfront investment cost is very high, so the strategy of planning and positioning, investment attraction, and phased construction before the design becomes especially important. The government is now aware of the drawbacks of zoning planning and has begun to pay more attention to the integration of various business models, with production, office, research, living and entertainment all being resolved within the same plot, which is the evolution of industry-industry city-community advocated at this stage. The complexity of the whole project can be imagined. The design is no longer just thinking about the plan and elevation, but needs to simulate the possibility of people’s production and life in the whole time, among which there is also the preservation and renewal of the old factory buildings, which requires collaboration and integration of various resources. Unfortunately, the design and technical strength of FTA at that time could not control a project of this scale, except for a few iconic image shaping, the rest basically followed the owner and the LDI. Personally, this project is also a shallow taste, into the late, early withdrawal, in addition to leaving a pile of information and thinking, and did not leave too many results. Is this scale of industrial city or community really suitable for the top-down single-handed execution from zero to whole?
